Abstract

|
This study was designed to verify that the long-term care system, which is a representative system of senior citizens' care, achieves the purpose of price regulation through the reimbursement. Social care markets have different characteristics from the general markets, which are determined by supply and demand, in that the state sets prices based on policy judgment. Under the insurance system, price control policies are implemented through the number of compensation levels, which affect supply and demand customer service market participation and service type. In this study, we sought to examine whether the price control policy met the demand for compensation for services to facilitate the use of services by users and providers and to contribute to achieving the policy goals of the aged care system. Specifically, through the price regulation of reimbursement, the government sets a framework for what the policy goals to achieve and what criteria to look at were analyzed. According to the study, the policy framework for the long-term care insurance policy was divided into financial stability, attractiveness of service use, appropriateness of service use behavior, and comprehensive user desire. Analysis of empirical data by this analysis frame showed that financial stability, service provision and service inducement were positive, but in service use behavior, the significant increase in the use of the target ski occurred due to decreased use of the service. Based on these findings, the current long-term care insurance price regulation has provided complementary points to the needs of the institution, improvement of the entry control of the casualty, and a system that can sufficiently include the serious subjects
